I would like to report a glitch in the implementation of Bill C14 for adopted children of Canadian expats. I am a Canadian expat working in Manila and I am in the process of adopting a Filipina child. The Canadian Embassy in Manila requires that my domestic adoption be ratified by the intercountry adoption board. This is impossible because such a ratification would require a letter of no objection from a provincial ministry or Canadian adoption agency which has no jurisdiction over an adoption in the Philippines. Is this something the Canadian Expat Association can do something about? Thanks, Susan Hooper
