Jimmy,

This can be a tricky question. Even if your wife has effectively severed all ties to Canada including RRSPs, bank accounts, pension plan, stock options and even driver's license (the list is extensive) she could still be liable for income that she earned immediately before leaving Canada. Did she file a final tax return? I would reccomend you make contact with a Canadian tax consultant if you at all concerned.

My wife is Canadian, I'm American. We've lived in the USA for many years, and as such there is no question that she is an expatriate. My question is, even though as an expatriate she has no Canadian income tax liability, does my wife need to file a form every year anyway just to prove that?

jausman on Canadians voting abroad

Many Canadians living abroad may not realize that they could still be eligible to vote in Canadian elections. In the 2006 federal election, fewer than 40,000 voted (and this includes Canadian Forces and Canadian government employees abroad) out of an estimated 2.7 million Canadians abroad. (The figure of 40,000 also includes incarcerated Canadians, but let’s not worry about why they are in the same category.)

As a former Canadian foreign service officer, my employer ensured I was registered to vote and provided me with a polling station and ballot, but I was aware that a number of my Canadian friends in the local community did not vote, either because they were not sure they were eligible or did not know how to go about it. Recently, the internet has made all this very easy.

Elections Canada rules allow for voting by Canadian citizens over 18, who have resided in Canada and declare that they intend to return, and who have resided outside Canada for less than five years (an exception applies to those working for the Canadian government or for an international organization of which Canada is a member).

Registration can be done at any time by completing a form on the Elections Canada website. (http://www.elections.ca/content.asp?section=ins&document=index&dir=ire&lang=e&textonly=false)

A ballot kit will be sent to registered voters when an election is called and a list of candidates once they are all nominated. Voters simply mail their ballot directly to Elections Canada or via a Canadian embassy or consulate.

There will be a federal election as early as this fall but definitely by the fall of 2009. I hope this message will help to increase the number of eligible Canadians who exercise their democratic right to choose their government. Register now! John Ausman
